Pat McGrath Labs claims to be cruelty free in that they do not test their products or ingredients on animals. They ship to China but do not sell their products directly in mainland China, so they are not required by law to test on animals. However, several independent cruelty free web sites have attempted to confirm whether or not PMG uses ingredients from external suppliers that were tested on animals, and none have been able to confirm with PMG that they do not use such ingredients. Most sites will not consider a brand cruelty free unless they meet all 3 requirements (no animal testing themselves, no animal testing when required by law, and no ingredients from suppliers that test on animals). Personally, I consider PMG to be cruelty free, but your decision may vary based on your definition of cruelty free.
